What drives the score
Jobs without a final sign-off or Letter of Completion surface in every title search, lender review, and TCO/CO application.
Long-dormant open jobs usually require re-filing or an LS-1 withdrawal before the DOB will close them.
Work performed after permit expiration cannot be inspected or signed off until the permit is renewed.
Active DOB violations must be corrected and dismissed before a Certificate of Occupancy or Letter of Completion is issued.
Failure-to-file and safety-equipment violations must be resolved with the issuing unit before sign-offs, and several carry compounding civil penalties.
An UNSAFE facade filing requires immediate public protection and repairs on a fixed clock — lenders and insurers treat it as a red flag.
